Job Title: Quality Manager

Division / Department: Quality Assurance

Reports To: Vice President

Facility Security / Export Control: ITAR-Controlled — U.S. Person Required

SUMMARY

Aerospace manufacturer providing precision machining, fabrication, and assembly to the aerospace, defense, and high-precision industries. The Quality Manager leads the quality function at the site, typically requiring a bachelor's degree in business or engineering and 10+ years of experience, or equivalent. This role manages the quality of incoming materials and components, work in process, finished goods, and services, and oversees and directs surveillance in the shop and assembly areas. Personnel supervised will typically use precision measuring equipment, including CMM, vision systems, or other electronic instruments, to verify the measurements and quality of parts, assemblies, and products against AS9100D and customer requirements. The Quality Manager establishes department and company quality policies, processes, and programs within the direction set by senior management, ensures the site's AS9100D certification and ITAR/EAR export control obligations are maintained, exercises judgment in unusual cases or those involving significant cost, and works closely with design, engineering, training, and process development staff to improve the quality of products and services.

PRIMARY RESPONSIBILITIES

1. Supervise, schedule, and develop the inspection and quality assurance staff, including in-process, receiving, and final inspection personnel.

2. Establish, develop, and maintain department and company quality procedures, policies, and work instructions in accordance with AS9100D and applicable customer requirements.

3. Own and maintain the site Quality Management System (QMS), including document control, internal audits, corrective/preventive action (CAPA), and management review inputs.

4. Implement and monitor specific quality responsibilities identified in the QMS, including First Article Inspection (AS9102), Special Process controls, and Key Characteristic management.

5. Review data acquired through quality system surveillance, statistical process control, and non-conformance trending to drive continuous improvement.

6. Report to top management and as required, to customers and regulatory bodies on QMS performance, quality objectives, and improvement initiatives.

7. Coordinate and maintain the company's AS9100D certification and other accreditations, including audits with the certifying body (Registrar/QCM) and customer-specific approvals (e.g., Boeing, Airbus, Lockheed Martin, Nadcap where applicable).

8. Administer the quality management system's document and record retention requirements, ensuring traceability consistent with ITAR/EAR export control and contract flow-down requirements.

9. Coach, mentor, and provide technical guidance to quality and manufacturing employees on inspection methods, root cause analysis, and problem-solving tools (8D, 5-Why, Fishbone).

10. Establish strategic quality plans and objectives aligned with company goals, customer scorecards, and industry (AS9100/AS9145 APQP) requirements.

11. Assure customer needs are met related to quality, including managing customer complaints, Supplier Corrective Action Requests (SCARs), and on-time delivery of quality records.

12. Oversee supplier quality programs, including supplier approval, performance metrics, source inspection coordination, and communication of quality requirements to the supply chain.

13. Ensure compliance with all applicable ITAR, EAR, and other U.S. government export control regulations as they relate to controlled technical data, hardware, and quality records.

14. Support proposal, contract, and program reviews to ensure quality requirements are understood, achievable, and properly flowed down internally and to suppliers.

15. Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

• Ability to work effectively with diverse personalities across coworkers, suppliers, customers, and government/regulatory representatives.
• Thorough working knowledge of AS9100D quality management systems, inspection methods, and calibration systems across multiple manufacturing disciplines (machining, fabrication, assembly).
• Working knowledge of ITAR (22 CFR 120-130) and EAR export control regulations as applied to a defense/aerospace manufacturing environment; must qualify as a U.S. Person as defined by ITAR.
• Experience with precision measuring equipment such as CMM, vision systems, and other electronic inspection instruments used to verify part, assembly, and product conformance.
• Proficiency with standard office and quality software (ERP/MRP systems, statistical process control tools, Microsoft Office).
• Strong root-cause analysis and corrective action skills (8D, 5-Why, Fishbone/Ishikawa, FMEA).
• Neatness, attention to detail, and organizational skills required for accurate record keeping and audit readiness.
• Bachelor's degree in business, engineering, or a related technical field, and 10+ years of progressive quality management experience in an aerospace or other regulated manufacturing environment, or equivalent combination of education and experience.
• ASQ Certified Quality Manager (CQM) or Certified Quality Engineer (CQE) preferred.

WORKING CONDITIONS

Working conditions are normal for a manufacturing and office environment, including time spent on the shop floor. Work may require local travel to supplier or customer sites. Work may occasionally require evening or weekend hours to support production or audit schedules. Sitting, standing, and walking are required. Due to the nature of the products manufactured, access to this position requires the ability to qualify as a U.S. Person under ITAR (22 CFR 120.15), including U.S. citizens, lawful permanent residents, and other protected individuals as defined by the regulation.
